London Borough of Newham Code 62

Good afternoon.

Posting on behalf of a friend who received this PCN on 10/8/24. He owns a business on the parade of shops and has been parking his vehicle within the designated lines for the past 15 years together with other shop owners.

This is the first time that he has received a PCN when parking his vehicle there.

He was the only one who got the PCN even when you can see from the video that other vehicles were also parked there.

He has another car which he parked further down and that did not get a PCN so he is quite bemused as to why this vehicle received a PCN.

Any ideas of how he should approach this please

Behind the vehicle I see two dropped kerbs, one each side of the street. There is also the sunk kerbstone by the RH side of the vehicle maybe indicating a property line, so there could be a footway leading down from somewhere that your friend was blocking.

Please post up a GSV link to the exact location, please.

Yes, that is Katherine Street, but I having difficulty lining it up with the photo of where you parked on the street, so please repost with a more accurate location. It is a long street !

It is clear from looking at GSV for some years back that parking next to the shops has been tolerated for many years.

So it seems either somebody has complained, or a new CEO has taken up his duties.
Looking at the CEO's photos, it seems the disgusting blue rubbish bin has forced the car driver to park closer to the telephone box visible in GSV and may have made the gap for pedestrians too narrow.

So the owner of the car should submit reps stating he owns a business in one of the shops by where he parked, and has been parking there for 15 years inside the designated boundary in the pavement without receiving any PCNs. Indeed his other car was parked in the same wayy by the same row of shops and did not receive a PCN. He should further state that if the council are now going to enforce at this location, they should at least have had the courtesy to inform the shop owners that enforcement was going to commence, so all the owners can find alternative parking or even close their businesses and move to a more business friendly environment.

I also suggest that the issue of parking here is raised with local councillors and the reason for enforcing here is given, despite not problems having been experienced in the last 15 years

So, a two-pronged approach.
