I was working in a shop nearby and was stopped in this location several times to load / unload. I had to travel to another location to get materials and then returned to unload these.

It's a 30 mins no return within 2 hours bay although the sign has been defaced.

I assume the PCN is for breaching the 30 mins time as if you had returned within 2 hours the correct code is 22 Re-parked in the same parking place or zone within x hour(s) after leaving assuming same codes in Scotland.

I assume the 10 min grace applies so a PCN could only be issued at minute 41.

So when did you park - PCN time is 12:34.

Unfortunately I'm not certain of the exact times. I think I may have initially arrived around 11:30 then left after a short while and returned maybe 30 mins later. Is returning not allowed at all or only if the 30 mins is exceeeded?

You can't return within 2 hours even if you spent only a minute there.

There is no observation time on the PCN, so you can challenge the PCN by saying you don't believe you exceeded the 30 minutes.

I don't know if 10 mins extra grace applies in Scotland.

Need to be aware that maybe they won't reoffer the discount on rejection.

Thanks - does the no return apply to loading?

What about the sign being defaced? Is this of any relevance?

Loading is probably an exemption but as you can see the CEO didn't see any loading/unloading going on.

Try to write down a timeline of what you did.
