@IncandescentI've received an increase charge certificate from Tower Hamlets council. I
never received the PCN, so obviously am upset about this and feel this is very unfair given the notice states there is no statutory right to discuss this matter any further.
On the day, we were driving near Spitalfields market, and followed sat nav to surrounding roads. It was very busy on the day (Sunday afternoon) and several roads were blocked or shut-off with events like street markets also taking place.
I now see there is signage marking where the pedestrian zone on Google maps- with timings too- so I can't really dispute the charge - but being forced to pay more without having received a PCN in the first place is what is hard to accept.

It is not possible to talk to TH council: contact options are online only, and there are no telephone contact options provided by them.
