Hi all,

I got a parking ticket in Bognor Regis on Sunday and would appreciate your advice on how/whether to appeal it. Details:

PCN: AR28428929
VCN: VN69 AZP
Date: Sunday 26th October 2025
Code 06 - parked without clearly displaying a valid pay & display ticket or voucher

I parked in a bay marked 'for electric vehicles only', so I could charge my car. I did not notice the sign 20 feet further up the road saying '8 am to 6pm - pay at meter', and so didn't buy a ticket. Just before the parking bays there are signs up saying 'Controlled Zone Monday to Saturday 9 am to 5 pm', and so it appeared that I was able to park in the parking bays as it was a Sunday. Do you think that is sufficient grounds to appeal? I genuinely thought that I was just using a bay marked for electric car charging.

What is the parking sign by your car? The CEO has one of just a pay at machine.

Yes, I think that is right; the nearest sign was the '8 am to 6pm - pay at meter, display ticket' sign you found in the PCN evidence.

It would be useful to see the layout if you are going back.

If this is a separate bay with the legend electric vehicles only and the pay sign starts at an adjoining bay I'd say the contravention didn't occur.

There's nothing in law that demands an EV charging bay be free to use, and looking at this location, it it was, anybody with an EV would be at an immediate advantage, whilst the council get nothing for the parking.

The test is what would happen if you left an EV in the bay and paid for parking but didn't put it on charge.

I can't see a traffic order for an EV bay here so the bay is probably advisory but you can't know that when using it.

Seeing pics of the bay and its surrounds would help.

OP, this is all to do with road markings and signs. But unfortunately we cannot see enough.

You'll need to return or hope maybe one of our posters lives local.

Options:
A. This is is single parking place sub-divided into individual spaces, one or more of which at the ends where you parked have the convenience of EV charging but these spaces are not reserved to EVs; or

B. There are two separate but adjoining parking places one of which is reserved to P&D, the other to EVs.

Thanks for your help. Unfortunately, I'm not going back to the area and I didn't take enough photos when I initially got the PCN, so I think I'll just have to pay this one. I'll get more photos next time!
