I am writing to challenge PCN WW3434433344 issued on 27/4/2025 at Burrowfield, Welwyn Garden City.
I respectfully submit that the PCN should be canceled on the following grounds:
Inadequate and unclear signage:
At the location where I parked, there were no clear, visible signs indicating that parking on the verge or footpath was prohibited. Nearby areas have clear "Do not park on the verge at any time" signs, but these were not present, visible, or applicable to the spot where my vehicle was parked. I have attached photographic evidence showing the absence of clear signage.
Historic use of the area:
I have used the gym at this site since its opening in November 2023 and, like other visitors, have parked similarly without incident. This further supports the lack of clear communication regarding any prohibition.
Footway parking outside London:
As this contravention occurred outside London, I understand that footway parking prohibitions require a valid Traffic Regulation Order and adequate signage to be enforceable. In the absence of clear signage at the location, the contravention is not adequately established.
On this basis, I respectfully request the cancellation of this PCN.
