After over 30 years of decriminalised parking and traffic enforcement, there is a need for some serious reform of the process to prevent councils thumbing their noses at the adjudicators and the public, but with a supine parliament and governments, I don't expect anything to happen at all. However, all these little things build up in people's minds and the results can be seen in the recent elections. I am sure the blanket 20 mph restriction in Wales contributed in some way to Labour losing its Welsh fiefdom.
