Thanks for your reply, she was parked outside 37 the sign was outside 41, she did not walk past the sign to get home as we live at 12
OK, so as far as I can see the blue door is No 37, (at least that is what seems to be written on the dustbin !). The suspension sign is some yards away outside No 41. the other limit of the suspension area. Yet there is also a bay sign only a few yards away from No 37 that had no suspension sign. So your wife after parking passed this sign on her way to No 12. With no suspension sign on it, she had no reason to walk the street looking for a possible suspension sign. We see this sort of thing all the time, councils are monumentally stupid with suspensions, but the more stupid they are, the more money they make ! This is because over 95% of people just cough-up. I hope you are made of sterner stuff.
The correct signing of this suspension would have been suspension signs on the two bay signs at each end of the suspended area.
You could try this as an informal representation but be prepared to forego the discount and take them to adjujdication where it is almost certain you would win : -

I deny responsibility for payment of the above PCN on the grounds that the contravention did not occur.
On the day concerned I parked outside No 37, then walked to my house at No 12. The parking bay sign a few feet away from my car had no suspension sign on it. A motorist is entitled to take the sign nearest to his vehicle when parking in a bay as showing the relevant restrictions. No sign was in place therefore no contravention occurred.
I request that the PCN be cancelled forthwith on recipt of these representations.
