So, as I understand your narrative, you parked the car on 23rd Feb, and have not been back to it until yesterday 9th March, 2 weeks later. Any reason for not checking on it ? Whilst councils do have a duty to put up suspension signs with the dates of suspension some days in advance, two weeks is well over the normal period given. Of course if you had been away on business or holiday, you could submit reps on that basis, as the car was legally parked when left on the 23rd Feb.

The second two must be cancelled as this is a continuous contravention - as you say their remedy should be to relocate or impound the vehicle.

You should challenge those two on that and all on the basis that you were legally parked before the suspension - you don't have to say when but can ask when the sign went up and for them to check the log they should take of cars in bay.

Was the suspension sign - for a suspension which started at 0001 on 26th - in situ when you parked on 25th?

Probably yes*, but you say not.

Just tell it as you recall it occurring.

Parked at *** on 25th. (you do hold the necessary permit, yes?);

As the council's photos show, you were parked within a few metres of the suspension sign and post which you had driven past and neither on your approach nor when leaving your car did you notice the sign. You therefore assert that the sign was not erected until after you parked and that given that this was no more than *** hours before the suspension came into effect invalidates every PCN. The council's records will show whether you were mistaken and should be provided with any rejection.

Specifically as regards PCNs **** and **** issued on 27 and 28 Feb. respectively, your photos show that my car had not moved and therefore these penalties are in respect of a continuous contravention and for this reason should be cancelled.

*-because they're obliged to do so.

I assume saying you parked on 25 Feb is a mistake.

I see now the first PCN is 26 Feb at start of suspension and if you parked there on 23 Feb then that's not much notice if indeed the suspension went up afterwards - but you may well have missed the sign.
