Is there any info on the PCN about viewing the video, (the sole evidence of the contravention) ? We need to see this to give good advice. I tried looking for it on the WF website but can't find it. Of course it's the usual useless website, of course !

Found the video, which is available on the "challenge PCN" page. You are indeed correct the stop time was only 2 seconds, which for me is de minimis and they should give way on this, but won't, so you would have to take WF to London Tribunals with the full PCN penalty in play. However, you must first submit reps to WF, get them refused, and only then can you register an appeal at London Tribunals.

I don't think mentioning your fathers mental health will help matters, but see what the others say. I assume it is your car, correct ?

The car is actually  in father's name.  I will challenge pcn in his name( he's happy for me to do this)

You have no legal standing in terms of legal responsibility for the PCN. IN fact, you need to submit representations stating you are the sone, and thenand state the full facts about your father's dementia including copies of medical assessments. It it then more than likely they will give way. If they don't then take them to London Tribunals.

Also wait for others to comment,  but don't miss the deadline on the PCN for submitting reps.

You left it too late to respond to the PCN which is dated 26th May. My last post was 6th June, and you only came back to us on 11th July, beyond the 28 days you have to pay or respond to the PCN

I think the timeline is as follows:

29/05/2026 – PCN received.

09/06/2026 – I submitted a challenge via the Waltham Forest website on behalf of my fathe( see below) I did not receive any confirmation email or acknowledgement letter afterwards. Perhaps this is where I've gone wrong? Is it possible that my representations were not formally submitted?

07/07/2026 – I received a letter from H. Ali requesting an authority statement from my father. I haven't responded yet, as I wanted to seek advice from this forum first.

08/07/2026 – I then received a Charge Certificate.

I make these representations on behalf of my father, the registered keeper and driver at the time, with his authority.

Having reviewed the CCTV footage, I respectfully request that the council cancel this PCN. The vehicle's presence within the box junction was extremely brief and any stationary period, if present, was momentary. I would ask the council to consider whether this falls within the principle of de minimis, as any alleged contravention was trivial in duration and did not cause any significant obstruction to other road users.

In addition, my father has since been assessed by mental health services due to concerns regarding cognitive decline and memory difficulties. As a result of these concerns, he has now ceased driving altogether. Whilst I appreciate that this may not amount to a formal ground of appeal, I would ask the council to exercise its discretion and take these exceptional circumstances into account when considering this case.

Should the council require supporting evidence regarding my father's mental health assessment and cognitive difficulties, I would be willing to provide relevant medical documentation.

In the circumstances, I respectfully request that the PCN be cancelled.
