The sign is clear enough on the photos taken by their CEO, so I assume you didn't bother looking at it as you park there so frequently.
GSV of September 2024 shows the old sign, although it was just 15 minutes free, not free 1-2 pm, then outside the controlled times, you must pay, and there was a 2 hour max period. Now it's pay all day but you can stay now for 3 hours.
I suggest you submit an informal representation that whilst you were aware of proposed changes to parking times and tariffs, and had contributed to their consultation, you were unaware of any changes being implemented. Point out that you are on their email list so did expect some sort of announcement. Ask for the PCN to be cancelled on this ocasion and say that now you know parking arrangements have been changed you will ensure you check when parking next time.
