Urgent PCN payment by tonight- Please reply

Hi

I had a PCN of £130 to pay by tonight for newham council (was also rejected by tribunal). I was emailing back and forth to get it settled at least on instalments. Unfortunately, they have not responded as such other than instructing me to pay it off. However, in the payment section there is an option to pay a partial amount. Could I do a partial payment and they would accept it? Or if full payment not paid, it will issue a Charge Certificate any way? I have attached a screen shot of the payment page.

Sorry should have posted earlier- Would appreciate a reply.

Coming on here at one minute to midnight at the end of the payment period having already been to adjudication and lost, means any advice we give can only be to pay the amount owing.  If you part pay, they will just serve you with a Charge Certificate for the remainder. This will add 50% onto the amount owing.

I'm afraid the English civil law can be harsher than criminal law. The process at the end, of you fail to pay means you'll have bailiffs at your door.  Why didn't you come here much earlier ?

Thanks for your reply. I should have- I was busy dealing with them back and forth. So, you are saying- regardless how much I pay, they will issue charge certificate unless paid in full? I wonder- why this partial payment option is available there. Is it normal or my efforts were seen after all and thus given that option?

If you don't pay the full amount that is what they will do. There has never been any option in the legal enforcement process to pay in installments. The principle is that if you can afford to run a car, you can afford any fines and penalties.  The only time you can often get a payment plan is with bailiffs collecting debts.

The amount outstanding, today 16th Jan 2025, is now sitting at £195. That implies a Charge Certificate has been issued and is in the post.

The Adjudicator's decision, case nr 224049495A, was dated 10th Dec 2024 and you attended in person. You had 28 days to pay the £130. The 28 days expired over a week ago, not yesterday.

You now have no options left except to pay the £195 and have 14 days to do so.

If you don't pay then Newham will register the charge at the Traffic Enforcement Centre at Northampton County Court and an Order for Recovery (OfR) will be posted. That increases the amount to be paid by £10 for the Court registration fee. If you don't pay the OfR then an Enforcement Agent (bailiff) can and likely will be instructed and the costs will rapidly escalate.
