Author Topic: ULEZ process - no emails, no notice of rejection received, but payment escalated?  (Read 973 times)

I was charged for being in the ULEZ zone twice (23:44, 00:06) (XJ70963916 XJ70994217 SJ63 SXS) while being re-routed around the M25. As I was on my way to Dover at the time and would be out of the country for 5-6 weeks, I immediately submitted a query to confirm that the cameras had been turned off, including screenshots of closed roads that I took as soon as it was safe to do so. As | received no reply, the matter slipped my mind while on site in Germany. When I returned, I discovered two escalated PCNs in the post immediately called support regarding this, and they told me to submit a challenge, and the fee would be frozen until I had been contacted in writing. This is confirmed on submission of the challenge with the following wording: "When we receive your representation the enforcement process will be suspended and the amount of your PCN will not increase until we have investigated and responded to your representation in writing." No such response was received.

I did manage to find an email confirming receipt of the challenge in my spam - the mail domain is incorrectly configured and as such will not be received by most customers..

Note that this is the _only_ email I’ve received from them, and I’ve screenshotted every enquiry/complaint - either their mail is even more broken that it seems, or they just aren’t responding?? Has _anyone_ had an email from them lately??

A summary of the main points below

08/10/25: I was unable to avoid the ULEZ zone due to M25 closure 8/9 oct 23:44 00:06
09/10/25: I immediately contacted ulez enquiries when I arrived in Dover, asking for advice on the matter (3841741) No response was received
01/12/25: PCNs escalated and received on return - called them and Challenge submitted (61193653)- confirmation of receipt located, but email domain is incorrectly spoofed and thus is flagged as phishing by mail servers
 - No response to challenge received (seems it was reviewed and rejected 03/12)
21/01/26: Increased charge notices received despite no response in writing.
23/01/26: Complaint(s) and enquiry submitted today (3990090 3990033 3989958)

Given that I did briefly drive in the ULEZ zone, (even if I absolutely did not want to, and was unable to avoid as I was en-route to a ferry in Dover from Luton, and the M25 was closed, and it says on their site if roads are closed contact them etc etc), I accept that potentially I could be liable for the ULEZ, and would have immediately challenged and then paid the charge if my challenge was not upheld if I had known. I have attempted to contact TFL multiple times during this process and been willing to engage with the system, but | have received absolutely shocking support.

Is paying now tacit agreement that the late fees are accepted? Can anyone advise my best option? Am quite migraine today so hoping the answer is not ‘call them’

If you have charge certificates but made representations and got no notices of rejection you have a statutory method to get the process reset to the PCN when they register the debts.

This is the timeline of the first PCN - the rejection of reps is there so you should have had two letters.

My concern is they’ll just say they sent it?? but I can’t do anything without the form on the missing letter

So I should just.. not pay, and wait for the debt to be registered so I can do the process?? That seems very stressful!

There is nothing to get stressed about with the Statutory Declaration. The Traffic Enforcement Centre get hundred upon hundreds of these from people who have missed a stage in the enforcement process.

The only thing is whilst TfL must send you an Order for Recovery, (and also the SD form), when they register the PCN debt at TEC, if there is any doubt you will get it due to known mail delivery problems, you need to be proactive and call TEC regularly to find out. It is not necessary to receive the OfR letter, you can download the form from the TEC website instead. The form is Form PE3

So, once the period for payment of the Charge Certificate expires, TfL can register the debt, so you need to ring TEC about every 7-10 days to find out if the debt has been registered. Once it has been you can submit your Statutory Declaration. Once processed by TEC, the OfR and CC are cancelled and the matter reverts to the stage when you submitted reps. The matter is passed to London Tribunals where an adjudicator will decide on what action is needed.

Thanks for your help - I received letters from them on saturday and today, stating that they rejected my claim in December and it’s not their problem if Royal Mail didn’t deliver my post? Also that I didn’t provide any evidence that I had to drive through london (I provided screenshots showing mapping software reporting M25 is close). I don’t think this is at the TEC stage yet or perhaps I should call them and check?

You can check with TEC, but they can only register the debt once the period to pay the Charge Certificate has expired. You should be able to also see the status of the PCN on the TfL website which will show when the PCN was registered at TEC.

It does seem odd that you didn't receive both rejections - are they correctly addressed?

But as they say you have the recourse of statutory declarations that you made reps but didn't get replies at debt recovery stage.

Yes, they’re correctly addressed, and everything except those ones arrived.. I’ll go check the status online

It’s now saying on hold but obviously it’s still at the 270GBP(x2) amount
