Traffic contravention 52M

Hi, new to the forum and hoping someone can help me!
Received a PCN from City of London for alleged 52M contravention on 18/10/22. But PCN was only received by me on 4/11/24! It has passed via a hire company who have nominated me as the driver so there would have been some delay administratively  but 2yrs? Is there a time window for Councils to issue PCN's? Thanks.

What is the date on the PCN?

and post up here all sides of the PCN redacting only yr name & address - leave everything else in.

This looks to be way out of time, and I suspec CoL are just trying it on, but we need to see the  documents to give full advice. Much depends on what the original alleged contravention was.

Clarification!
Incident 18/10/22
PCN date 10/2/23 (never received)
Order for Recovery of unpaid PCN (with above PCN) 31/10/24 - received by post on 4/11/24
Query is specifically about time limits and not about potential technicalities around the incident itself.

That's a completely different issue as the registered owner has named me as the "hirer" fraudulently! Was on holiday in West Wales with evidence to back this up and nowhere near City of London!

Have tried to attach jpg image from Google Drive but not sure how successfully

So it's now reasonably simple. You submit representations stating that the offence did not occur, and in addition, the PCN has been served out-of-time. You must be prepared to take them to London Tribunals, where I suspect they will not contest the case.

There is no point in putting anything else in; let them prove their case which is non-existent.

PCN is seriously flawed - they cannot serve a charge certificate 28 days from the date of the notice.
