No, the deadline was Tuesday 5th (posted 7 Aug, served 9th which is day 1, last day was therefore 5th).

No time for refinements, get something submitted. On the other site I suggested:

Not certain what to say. As regards the contravention it's clear the driver was not acting with the necessary diligence. Just submit something if only that on reflection you can see that the driver should perhaps have tried harder but none the less would the authority consider exercising discretion on this occasion.

If they do, fine.
If they don't but don't disregard your reps, then at least you've given yourself more time.

I'm tempted to say send the above and at the same time check the status online.
