TFL Red route loading unloading

Hi there, maybe someone can help me.  I parked on a loading bay for a few minutes to drop 5 bags worth of documentation to my lawyer on the high st.  When I came back a warden told me that I would be getting a ticket through the post since I did not hang around.  I have attached the PCN number and reg below.  I was only gone for 4-5 mins and you can see in the later photos two minutes after the car was no longer in the bay.  Is there anyway I can contest this since I was only there for a few minutes and using the bay as intended?

The contravention occurred at 28/06/2024 11:32 but they have shown a photo at 27/06/2024 11:31 where the car is not even in the bay.

I got a PCN Charge 46:Stopped where prohibited (on a red route or clearway)

Was the nature of the load, (bulk and weight) such that there was no other option other than to park there to unload ?

5 bulky bags. Total weight over 10kg.

Anyway I don't think that matters.  The date of the contravention does not match the datestamp on the photos.

You have made a challenge so you need to wait for the reply before we can deal with this.

Certainly the date of the pics doesn't match the alleged contraption date and the time of the contravention shows thin air.

In usual parking contraventions, authorities are allowed to issue a postal PCN where you drive away during preparation but this is a red route no stopping PCN.

There looks to be enough to get this thrown out not least the loading as well.

What did you say in your reps? What evidence did you request?

I just said the date and time of the contravention does not match the time stamp.

I would have thought the photos they took would have needed to be atleast 5 mins apart.  They only have one photo of the car.

Photos are not required, the CEO's notes are the primary evidence.

You parked in a bay which at the time was restricted to BB holders or those engaged in loading for the sole purpose, according to you, of delivering several bags to nearby premises and thereby entitled to be parked. But you did not include this in your reps which appears odd.

You've now asked 'Is there anyway I can contest..'

But you have already submitted formal reps and are awaiting a response. Apparently the authority requested 'further evidence' which itself seems odd because you've not mentioned this and what could they require as further evidence as regards such limited reps.

In any event, IMO there's little to be done until you receive their response. If it's a rejection, then you would have to decide whether to go to the adjudicator or not, there is nothing more that you could do with the council.

This is what the PCN says:

This PCN is served by post because a civil enforcement officer 7231T observed the vehicle identified above from 11:29 to 11:32 and had begun to prepare a penalty charge notice for service but the vehicle concerned was driven away from the place in which it was stationary before the civil enforcement officer had finished preparing the penalty charge notice or had served it by fixing it to the vehicle or giving it to the person appearing to be in charge of the vehicle.

The issue is that the notes and photos taken by the CEO are inconsistent and contradictory. Because I was long gone by 11:30 as the photos show.
