Good morning. First-time poster here.
Yesterday I received two PCN from Bristol County Council for entering the Bristol Clean Air Zone on May 13th and May 14th 2023. The date of both notices is 13th June 2023.
Both are for contravening Code 17J (Not paying the charge - camera enforcement). On May 13th I was travelling on Coronation Road (CAZ0044) and on May 14th I was travelling on Newfoundland Circus (CAZ0023). Both PCN's state my vehicle make as 'Unknown'.
I appreciate that there are a few other related threads, though many were started several months ago and I read somewhere that they have changed the legislation recently, which may not help me. It doesn't look like I am able to just pay the £9 CAZ charge retrospectively anymore either. I was visiting over the weekend for my brothers stag-do and was not aware of the CAZ. I've read that it is well signposted, so I don't have an excuse for not being aware.
I wanted to look at what options would be available before I submit my appeal. It does state online that you can appeal on compassionate grounds and I wonder if this would actually be worth pursuing. I have very severe mental health issues and have been on Universal Credit for nearly 18 months and could provide evidence of this. I'm getting to a point where I feel I can get back into work, but I'm financially struggling to even keep a 15 year old car on the road to help achieve this (I struggle with public transport), so a combined charge of £138 is crippling to me. (Not that it's pertinent to the appeal, but it was a difficult weekend for me. I would typically avoid a stag-do like the plague but I couldn't live with the guilt of not attending my brothers)
