Hi team,
 I have received a PCN notice recently (2) from DART wherein initially the PCN was send to a wrong address in April 2025 .This was brought to my attention in November for which I was issued a TEC letter in the correct address.
I rejected the TEC letter stating it was out of time (28 days) to issue the TEC and PCN . TEC was withdrawn .However DART reissued me a new PCN in Feb 2026 for the April'2025 crossing . I raised a representation that they are out of time(beyond 28 days)  for issuance of the PCN's .This was rejected stating that legislation does not specify any timescales under the Road User Charging Scheme regulation 2013 and then interpretation Act 1978 ...Link attached for the pdf.

Can you provide specific dates please? Date of crossings, date of original PCNs, date your out of time application was accepted, dates of new PCNs.

Do you own your vehicle or is it leased?
