TFL Blackwall Tunnel PCNs After Auto Pay Account Closure

I’m hoping for some advice after receiving two Penalty Charge Notices (PCNs) for the Blackwall and Silvertown Tunnel charges. The situation feels unfair and I’m unsure what to do next if my appeal isn’t successful. I’d really appreciate any guidance from the community.

Background
- I’ve had TFL Auto Pay set up for several years and have always kept up with payments.
- One month, my direct debit bounced, but the payment was taken automatically the following month. I assumed this sorted things out and didn’t need to do anything else.
- Later, I received two PCNs out of the blue for Blackwall and Silvertown Tunnel usage.

Account Closure & Communication Issues
- Logging in to my account showed it had been closed—no explanation or prior notice.
- Turns out the closure was triggered by the missed payment, although payment was taken the next month.
- TFL’s site lists several correspondences related to the missed payment/account closure, supposedly sent by email.
- I’ve checked my inbox and junk folders thoroughly and haven’t received any emai
ls about this.
- I have not received any TFL emails about Blackwall/Silvertown Tunnel since 2023.

Customer Service & Address Problems
- TFL customer service mentioned that my email is listed as "unconfirmed" on their end, and they couldn’t update it.
- On my account, everything looks fine and I don’t see any option to confirm my email.
- The physical address on my account is outdated, so even if letters were sent, I wouldn’t have received them. All correspondence references email anyway.

My Appeal
- I have appealed the PCNs to TFL. My main issue is that I received zero notification about account closure or liability, so I had no chance to fix things or pay the charges.

Can anyone advise:
- What are my next steps if TFL rejects my appeal?
- Are there legal precedents or regulations about required notification/TFL’s responsibilities regarding email/address issues?
- Any other tips or similar experiences? How did you resolve them?
Would really appreciate any suggestions or insights. Thanks!

After the usual rejection of reps to TfL. your next stage, (apart from paying), is to register an appeal at London Tribunals. The basis of your appeal is that you set up the account in good faith and consider that TfL have abused their powers in continuing to enforce the PCN when the reason for non-payment of the toll is their unnanounced closure of your account.

Wow I'm actually surprised they accepted my appeal. No acknowledgement on their side that they didn't notify me of cancellation just that it was my responsibility to ensure my account was in good standing and that on this cases they're making an exception 😅.
