TfL Blackwall tunnel charge certificate

Hi - I crossed the Blackwall tunnel 3 times back in oct 25. I paid for them using my bank card. I received a pcn for one of the crossings. I responded to it saying I’ve paid them and sent screenshot of my bank. They replied back saying we need evidence such as receipt or card number etc. I did not receive any receipt for any of the crossing I made even though you have to select email or text on the payment. The only evidence I have is a payment of £4 I made that day to TfL on my bank app. I just received a charge certificate of it today. So I checked the status online. They did receive my further evidence which I provided a card number but they rejected it 28th nov but I received no comms of this?

Wait for the PCN to be registered at TEC, then submit a Witness Statement stating you submitted reps, (your follow on with the card details),  but received no response.

Update. So I made statuary declaration and was sent a letter that the order for recover be cancelled but not original PCN. I’ve just received a pack from TfL that they would like to proceed with its enforcement. There’s so many pages I’ll just attached the first one if there’s any other important ones to upload I can do.

I have my bank statement to show I paid on the day but no receipt. I’ve paid for many crossing haven’t received any receipts for them.

Do I do anything at this point or can I forward my evidence to the adjudicator or something ?

Further reading into TfL’s papers. I noticed they attached all payments for my vehicles. On separate sheet they attached 2 crossings which I paid for on 26/10/25. (Pcn relates to 25/11/25)

On the sheet it says I paid on the 25 and the date selected was 24/ so it’s possible that when paying the crossing I chose 24th OR I did cross the 24th and I’ll be honest I don’t remember as I crossed a few times around that time.

My question would be, why they only provided evidence of me crossing on the 26th and not the one on the 24th if I did cross then.

This is hard to figure out when you don’t get receipts.

Also another query would be that they had multiple times to tell me actually the evidence you are providing is for the 24th not 25th. Instead none of the rejection letters on the pack states that.

Again I mention as I did not receive any receipts I went what was on my bank statement which shows I made a payment on the 25th

Any case here?

All you can now do is present your side of the case to London Tribunals incl copies of payment records.

Submission of Witness Statements is only a backstop to get the process reverted to where it went astray, the original PCN always remains extant.

Have you got a hearing date ? Under the process, TfL must pass the papers to London Tribunals who will decide whether TfL win or you do. TfL must pass on everything, incl your reps. Do you have a hearing date and case number yet, or any thing at all from London Tribunals ?

No I’ve only received a massive pack of papers which TfL have sent me that they are proceeding with the claim to tribunals

So essentially TfL have, by law, passed the case documents to London Tribunals. If you have nothing else, I would suggest you contact LT to find out when/if there will be a hearing. Decisions based on papers never go well so find out if you can insist on a hearing (which will be by phone or video).

Sorry, but I don't know the detail of the procedure in a case like yours, so hopefully somebody will post soon with greater knowledge.

Where is their evidence that you incurred the charge i.e. CCTV or stills therefrom? All the rest is words and assertion, where's their evidence?
