Here's the PCN the right way up:

You need to give us the number plate so that we can look at the photos and investigate the location.

Also, please tell us more about what the emergency was.

So here: https://goo.gl/maps/zAEJH6GizAUySbKn6

It does seem the car was stationary on double red lines:

I've checked The GLA Side Roads (London Borough of Tower Hamlets) Designation Order 2008 and the road appears to be correctly marked.

In the circumstances, we really need to know more about the emergency. What was the person's disability, what was the exact nature of the emergency and what assistance was provided?

If you don't want to share details on the public thread, you can drop me a PM.

In any case, please call TFL and ask for the video, they will send you a DVD in the post and put the penalty on hold while you wait.

Good morning . I have called TFL to no avail,

I will try again during work break or afterwards.

I had sent TfL an email requesting footage already

Passenger has epilepsy and suffered seizures, a fit which we tried to manage …

Lady from front of car went to pharmacy / shop on corner to buy medicals

Hope the above make sense

This case should be winnable, but obviously there needs to be a detailed account and any supporting evidence you can get (the tribunal can't just take your word for it, otherwise anyone could just make up that their passenger was having a fit).

You say "we", how many passengers were in the car?
How old is the passenger?
Are medical records available to confirm their medical condition?
Do you have the contact details of "Lady from front of car"?
Do you have receipts from the pharmacy / shop?
What did she buy?

So were you the driver or one of the passengers?

Was the lady you mention the front passenger, or was she in a different car?

Also please don't take offence, but could I please ask if English is not your first language?
