Failing to comply with a prohibition on certain type of vehicles

Hi folks my brother got these two notices yesterday as it is the increased fine and he did not receive any PCNs previously. This is first time he received both of them as already increased fines  .Experts please guide me if there are any chances to challenge these charges .As these are two different charges but for same conviction ..Thank you

It should be possible to reset the process: have a read of
