There is certainly no requirement in law for the council to give any grace period at all. When parking, you are under a duty to look for the sign controlling a marked bay. So the question is, was there a marked bay before the sign was erected, or did it all appear together. Your car is clearly in a marked bay which should have alerted you to the need to look for a sign.

However, all may not yet be lost. Why not submit representations on a non-confrontational basis, explaining that the recent restriction caught you out as you have been parking there for many years (give the period and how often per week/month). The council will, no doubt have told locals about the new parking. Were you visiting anybody living there ? If they didn't know then you can put this in your reps. Important thing is that the law is on the side of the council, but they have discretion to cancel a PCN if they think the circumstances demand it.

So make sure you mention that the bay has been marked there without a sign for many years without a sign.

even a week before the day when received this PCN. He parked there as usual without noticing a new sign and got surprise on the windscreen on return.

The road markings are perfectly clear in the authority's photos so couldn't be missed by the driver. The sign is on lamp column 10 only a few metres ahead and both vehicle and sign are visible in the same photos.

Your account is that up to last week there wasn't a sign and yet the restriction came into effect at least on 21 April 2025 and possibly as far back as May 2024.

I'm struggling to find an angle for you here.

But was a sign actually erected ? Councils can be very, if not extremely, dozy on these things, Or th sign just went missing.
