No, you register your appeal and then in the box for your appeal, you write "I rely on my representations to Transport for London". Do not select a "papers-based" appeal only a phone or video appeal, as you will be able to speak to the adjudicator and answer any questions. TfL must present their evidence pack which will include your reps.
