Should I make formal representation this PCN ?

Hi I have made informal representation on this PCN with photo evidence and it has been rejected by the Manchester council.

Manchester council
Suspended bay/space
York Street (Off Charles Street)

The parking along this street is separated in 3 main sections.
A top , middle single space and then a lower section.

The lower section had tape and a sign for the suspended bays.
The top and middle single space had no signs or tape what-so-ever.
The top section was safe to park.

I was parked in the middle single space and got a PCN.

I have already made an informal challenge which was not successful.

I don't have the reply I submitted as it was online, but it was along the lines that the parking sections on the road had 3 clear sections, divided by driveways and roads.
Only on section was clearly signed (lower section), the middle and top section had no clear signs or tape.
The top sections was safe to park but the middle sections was not.
So my argument is that the middle section was not clearly signed.


Should I continue with a formal representation given the pictures i have included below?

Please also tell us exactly where the suspension sign was mounted, preferably with a GSV link to the pole it was mounted on. Your bay has no sign, but should have, but with the double-yellows either side of it, and parking sign on other bays is not applicable. Its poor signing, basically.
