Final outcome:

We have been directed by the Information Commissioner (Decision Notice: IC-285659-L7V3) at paragraph 30 to either provide you with THE SHEFFIELD CITY COUNCIL (CONSOLIDATION) (ON-STREET PARKING AND PROHIBITION OF WAITING) (OUTER AREA) ORDER 2008, or issue a refusal notice withholding the information that is compliant with the EIR.

We do not hold this information.  We have searched those areas where it is reasonable to expect that we would find the information (if it was held).

An exhaustive search has failed to turn up the original order. We’ve searched every inch of the Legal Services archive twice and have done a second sweep of the Deeds safes. Despite there being a reference to ‘Road Traffic Orders from 1949 to 2010’ in our Deeds registry, indicating that that the order may be found in one of the Deeds safes, a thorough search of the relevant safe as well as others has failed to reveal it.


@Chewdog I'm afraid to say that if you paid, you've basically thrown your money away for nothing, as the traffic order no longer exists (if it ever did). Let at least hope that this will be a lesson for others.

A tad harsh IMO. Hindsight's wonderful, but no-one suggested that the OP had any defence at the NTO stage and even then no guarantee that the discount would be re-offered with unsuccessful reps (whenever submitted) and therefore their equation was one of the certainty of a NOR, the possibility that the authority would mess this up and re-offer the discount against the possibility that there wasn't a traffic order, something which wasn't on anyone's radar screen at any time.
