I’m looking for some guidance regarding two Penalty Charge Notices (PCNs) issued by Transport for London (TfL) that I believe have been unfairly escalated. It’s not a parking ticket, the ticket is for performing a prohibited U-turn but I don’t know where would be a good place to ask so I send it here.
I have updated my address for my driving licence that how other parking PCN find me but I didn’t update address for my V5C. I guess that will be the reason that why I haven’t receive any letter.
Current Status PCN 1:
On **13 May 2025**, I received my **first and only letter** regarding this PCN — a letter from **Bristow & Sutor** stating that a **Warrant of Control** has been issued and enforcement has started.
When I checked online, this PCN is first made on 11-11-2024 .
- **Contravention**: Performing a prohibited U-turn
- **Location**: Christchurch Road N-BND JW Merantun Way SW19
- **Date/Time**: 11 November 2024 at 16:07
It indeed have a prohibited U-turn but I think my wife didn’t notice that.
According to TfL’s status history I found online:
- 21 Mar 2025: Exported to Enforcement Agent
- 30 Jan 2025: Order for Recovery issued
- 30 Dec 2024: Charge Certificate issued
- 21 Nov 2024: PCN batched
I never received any previous correspondence (original PCN, Notice to Owner, Charge Certificate, or Order for Recovery). This is the **first time I'm hearing about this case**, so I never had a chance to appeal or pay the reduced or standard amount.
Current Status PCN 2:
When I check other PCN for my vehicle from Tfl website, there are other PCNS at the same place(performing a prohibited U-turn) on 14 March 2025 at 11:42.
Current Status:
- Outstanding amount: £240
- Status: Charge Certificate Batched
Again, I **never received any letters** regarding this second PCN. I only found out about it when I checked online after receiving the enforcement notice for PCN 1. The second one still have a chance to challenge.
I accept that I committed the contravention (prohibited U-turn).
However, it feels deeply unfair to be expected to pay the **maximum penalties** (£325 and £240) **without receiving any prior notices** for either PCN.
I was given no opportunity to appeal or pay the discounted rate.
The first I heard about PCN 1 was a **Warrant of Control** letter dated **1 May 2025**, received **13 May 2025**.
What should I do right now for the first one and second one? Should I contact TfL or Bristow & Sutor directly first or pay them as soon as possible?
Any advice or similar experiences would be hugely appreciated. Thank you!
