Royal Borough of Greenwich - West Parkside PCN

So I quickly had to drop off a package to my friend who lives in the area, only to come back with a PCN from a Civil Enforcement Officer. Think it took me 8-12 minutes.

PCN reason: 01 - Parked in a restricted street during prescribed hours.

Thing is, I didn't see any sign around the area telling me the "prescribed hours" were.

I saw a whole bunch of cars parked on the double line when I arrived, and my friend said everyone parks on the double line all the time and not get a ticket (HAHAHA).

When I returned to the car, I looked around - I was the only one with the PCN, there were a lot of cars still parked on that road (on the double line). Why I'm singled out, I have no bloody clue.

Advice?

Please tell us about the package you were delivering. Loading/unloading is an exemption to DYLs but must take place only as long as necessary and be of a nature that required you to be as close as possible to the delivery point.

Sorry for the late response, I had a birthday surprise trip to Turkey from my wife so I wasn't able to deal with this until I got home. Now I'm back.

I was delivering some birthday props for a big party (not mine!) that lives in that area.

Please tell is more about the nature of these party props, like weight and bulk. To claim the loading exemption you have to demonstrate that it was necessary to park on the double-yellows.
