52M Notice with Except For Access

Hello all.

I have received an 52M contravention PCN notice. Location: Romford (Havering London Borough) South Street RM1/Eastern Road RM1.

Location of camera:

Location of signage (at cross junction, cannot recall from which direction I was travelling):

A quick look on google maps shows the signage on the road which indicates No Motor Vehicles. Directly below that is another sign that says Except for Access.


I was driving along the road to access a hotel I was staying at which is the Spark Hotel Romford. I only unloaded the car and dropped off passengers before leaving to park elsewhere as there was no parking at the location.


Can I appeal on the basis I needed to access the hotel for unloading? I don't believe there is any other way to access the hotel apart from a long walk.


Grateful for any advise.

Order and schedule. I think access is probably only for taxis and goods vehicles. Is that the only way of getting to the hotel - I think there is a car park not far away.

That is the only way of getting close to hotel with the car to unload. Car Park wise I am unsure as I couldnt find anywhere close at the time.
