Ringgo wouldn't allow payment - PCN Westminster

Hi, posting this for a friend:

Friend parked in Westminster at 5.58pm on a Saturday and attempted to pay for parking by Ringgo but the app displayed a message saying: "Error Parking restrictions prohibit payment at this time" - They took a screenshot of this message.

They had to go to an appointment so thought it was outside of the payable time as there were no times shown on the Pay and Display sign itself.

They got this PCN and sent a challenge showing the app screenshot but it was rejected.

Would appreciate your advice on this please.

PCN number? You only need to blank name and address.

I'ver checked the location 8809 and it's a 24/7 4 hour pay bay and I had no issues with a dummy booking.

Did you park earlier there and then reparked within an hour? 

If not your best bet is to ask Ringgo what caused the error message. And the screenshot does not give any info on location so maybe you used the wrong location code.

I've asked my friend and she had not parked there or tried to pay for parking earlier at all.

The sign she showed me on street view didn't have operating hours on it - does that imply 24 hours? I thought operating hours had to be stated on the signage. Is this a possible approach to take?

She said she's confident that she used the correct location code.

Will ask her to contact Ringgo.
