The driver entered the road on the way to GP appointment located just outside of the school's restricted area for traffic. The entry was just in time for the starting restriction 2:30 PM (on the ticket 2:31 PM).
Driver has been using this GP since 2006 and has always used the same entry road that is just off Horns Rd. During previous visits to GP or other local sources, I have not seen any announcements from the main Horns Road. I have not seen any notes about such a restriction and know nothing about traffic restrictions on this road before getting these PCNs.
After finishing the appointment left the road in the same way as came without paying attention to the new sign about restrictions.
As a result, I received two PCNs for the same offense.
I would like to appeal on the grounds that the sign about traffic restriction from Horns Road is not very visible, especially with the "yellow" box on the junction where all attention is paid to upcoming traffic. They have to add one more sign before turning from the main road restricting traffic to this road at a specific time.
In case even if this would not be accepted, I think twice penalties for the same offense are not fare as well.
The GP appointment was between 14:40 and 14:45 at Newbury Group Practice, 40 Perrymans Farm Rd, Ilford IG2 7LE, UK
