Looking for some specific information please:

1. are there any regulations about how high a restriction notice must be placed?
2. is there any way of finding out when the signs were placed?

Background:

I parked near my house during the afternoon of 6/05. I got a ticket on 8/05; the bay had been suspended for the day for a house move and I hadn't seen the sign.

The sign was placed under the nearest parking restrictions info. This is 3 houses away, but they are wide houses with space to park 2-3 cars nose to tail in front, so further than it sounds. It had been placed directly under another, suspending two more bays for 7 weeks, and the top was no more than 105 cm above the kerb.  There's usually a large scaffolding vehicle parked directly in front of that pole and I suspect this is why I didn't notice it. I'm unwell and typically don't leave my house every day.

Awkwardly, the suspension was booked by my new upstairs neighbour who was moving in that day. When I moved in a month ago we put bins in the street because our suspension notice was in the same place and we knew people wouldn't see it

As Stamfordman says, with a long bay like this, the motorist is entitled to take the sign nearest to his parking place as the current parking restrictions. So two signs are really de rigeur here. I suggest you submit reps stating that when you parked, you walked to your residence at No nn. The sign governing the bay you parked in had no suspension sign on it when you passed it. Point out that a motorist is entitled to rely on the sign nearest his parking place. SOmething like this should win at adjudication. COuncils are notoriously bad at signing suspensions. They have no incentive to improve, because >95% of people getting a ticket just pay-up.

The sign (and its contents) should be clear to a motorist doing due diligence when parking. That's what an adjudicator would consider.

This is what the traffic signs manual says:

13.22 Suspension of a parking or loading bay

13.22.1. Where it is required to suspend a parking or loading bay, e.g. to enable works to be carried out, a temporary sign should be provided. These are not prescribed by the Regulations, other than for parking meters where a temporary sign to diagram 640.1 (S13‑6‑22) should be provided. Guidance should therefore be sought from the Department who will consider applications for special authorisation. There should be sufficient signs to ensure that it is clear that parking is not permitted. Signs should be erected in advance of when the suspension applies so that motorists are made aware of changes to the restrictions in force. The sign typically includes a white space within which information about the parking suspension may be written. The text in this section does not have to be written in Transport alphabet.
