Penalty Charge Notice from Ealing council

I'm posting on behalf of one of my friends, hoping for expert guidance.

 

My friend, a Northolt resident since August 2023, recently entered a restricted zone on his two-wheeler. The zone, located less than half a mile from his home, is accessible only to permit holders during specific hours in the morning and afternoon. As a result, he received a PCN for entering the zone.

 

Previously, he owned a two-wheeler that was registered with the School Street scheme. However, following an accident last year, he had to replace the vehicle. Unfortunately, he forgot to register his new two-wheeler with the School Street scheme. Had he registered it in time, he would have been exempt from receiving the PCN.

 

I am sharing some keynotes below:

 

Contravention date - 10th Dec,2024

Location of Contravention - Priors Farm Lane UB5 (U) (Ealing council)

Notice - 18th Dec, 2024

Appeal rejected on 21st Jan

Two wheeler got registered with School street on 28th January, 2025.

Charge Certificate issued - 25th March, 2025
 


He now has 14 days from the issue date of the Charge Certificate to pay £190. We're seeking expert advice to determine if there's any possibility of reducing or nullifying the charge or paying full charge is the only option for him. Screenshots are attached for reference.

Did he do anything after he got the notice of rejection? The choice was to pay or appeal to the tribunal.

If it was ignored then there is nothing to be done except pay unless someone else spots something.

Well one thing - he can ask the parking dept if they'll reconsider owing to the exemption re-granted even at charge certificate stage.

He just registered his vehicle with the School Street scheme and assumed that, since the registration was successful, no further action was required regarding the PCN. As a result, he neither paid the fine nor appealed to the Tribunal.

Well one thing - he can ask the parking dept if they'll reconsider owing to the exemption re-granted even at charge certificate stage.


Could you provide more guidance on how he can formally request this exemption?

On what basis has your friend been granted an exemption? As far as I can see, it's nothing to do with how many wheels a vehicle has but is more fundamental e.g. resident or business within the zone etc.
