Well it is certainly a long-standing restriction, and from the GSV views, the traditional No Entry sign is used, although that may not be the sign that is there now, (possibly Flying Motorbike signs instead). However although the contravention seems made out, the plain fact is that the video doesn't show your car passing the signs, being taken from Kenley Road. Whether this would be enough to get the PCN cancelled at London Tribunals is another matter. The council will, of course, reject your reps, as they do >95% of them, because they know from experience that most people then just cough-up.
However, notwithstanding the above, you say "I was rushing to park the car, catch tube to go for a meeting", but the video shows you leaving the car park area and moving onto Kenley Road !
