On the 26/03/25 at 19.54 I parked on a street called Cabbell st in NW1 5NY that had a big sign that said "Controlled zone Monday-Saturday 08.30-18.30"
The 26th March was a wednesday at 19.54 so clearly outside of those limits
I parked on a residents bay and got a PCN

I appealed it on the grounds that I parked outside of the controlled hours and that I was on my own with my 7weeks old baby and I needed to collect something from the pharmacy for him and the appeal got rejected and the answer from the council was that residents bays are 24h

However, if that is the case, then the sign at the bottom of the street is misleading because I went back to check the street and all the bays were residential bays, ie no spaces to pay per hour. So if all the spaces in that street are residential and according to the council, only residents can park in those 24h - why do they put a sign at the bottom of the street saying that the controlled hours are from 08.30-18.30?

I was thinking of putting a formal representation but I would like to get some advice to see if I have any chances
If I want to make a formal representation, I need to do so by 1st June
If you cannot reply by then, is there a service free of charge where i could get more adviceon this matter?

Controlled parking zones control only single yellow lines. Parking bays have their own signs. These are often the same as the CPZ but not always.

Let's see the PCN, your challenge and their rejection to see if there is anything to go on.

If the bay you were in had this sign clearly available to you then it was a contravention.

But we haven't seen your challenge - getting say an urgent supply from a pharmacy could/should have been considered and it may be worth trying again at formal stage but they focused on the signage issue, not unreasonably.

Please see attached what I sent to challenge the PCN, the following letter, a picture of the sign on the street that says that the restrictions are from 08.30-18.30 and the birth certificate of my son as evidence that I am a single mum and the age of my son who at the time was only 7 weeks

Unfortunately, the OP misunderstood what the zone entry sign announced.
A CPZ entry sign defines the days and hours of the single-yellow lines within the zone and nothing else. Any marked parking bays must have their own sign. So the OP parked in a 'resident permit only' bay. The sign has no days or hours on it, so applies 24x7.  Yes, parking laws and regulations are no quite confusing so it's easy to get caught out, but if the matter is taken to London Tribunals it wil be a lost case, I'm afraid, unless there is an alternative "technical" appeal based on council mismanagement of the enforcement process.

You put the mitigation about your baby up front and they ignored it.

See what others say but I'm not happy with this.

I think I will make a formal representation and will ask the pharmacy for a letter or I will see what I can add as evidence to say that I came there to collect colic drops and special milk (prescription milk because he has a milk allergy, so I have to buy the milk from a pharmacy) and see if they waive it because I had mitigating circunstances

My question as well, if there is no single line in that small street - would the sign at the bottom of the street saying that the restrictions apply 08.30-18.30 would not be considered misleading?

As I explained, controlled zones restrict only single yellow lines. Almost the whole of inner London is covered with CPZs so you need to always look at bay signs when you park (as you should do anywhere). In Westminster, Camden etc bays are often reserved 24/7 for resident permit holders.

In Cabbell Street it looks like all the bays are 24/7 resident bays so not available to you at any time.

After 18:30 you can park on these single yellow lines with no problem.
