I stopped in romilly street to deliver goods to a shop in gerrard street Chinatown (a van load needs 2 or 3 trips with trolley). On my return a PCN was attached to the van. I photographed the subsequent reloading of the trolley as demonstrated and its' unloading at the shop and appealed the ticket, confident that I had shown that there was a reason for the van being parked on double yellows (no kerb markings where van parked).
The rejection letter included '..the evidence provided is not sufficient...we would need to see an invoice to confirm the loading as photos do not confirm the date /time'.
I have done this job for over ten years. There are no invoices for Chinatown deliveries to this shop as it's the same company that leases both shop and warehouse and you do not invoice your company for already purchased goods, as explained in the appeal letter.
It is true that date and time were not included in the actual pictures sent to WCC parking services, that does not mean that this information cannot be extracted from the photo data, why not ask for this? How exactly in the absence of a time machine can it be shown that one was engaged in an activity if photos taken while doing the activity can just be dismissed as above? Councils are  not reluctant to accept their own photos as evidence why not those of others? Will the 'formal representation' people share this reluctance?  @cp8759

This is typical council nonsense, which would be easily refuted at adjudication at London Tribunals, but you haven't told us very much at all for full advice, so please read this and update your thread accordingly : -

Whilst there may be no invoice, surely you have delivery notes and instructions, all of which are valid collateral ?  Other question is, who is the owner of the delivery vehicle ? Whilst you have submitted an informal challenge to the PCN you've found on the van, the next stage, if payment is not made is they issue a Notice to Owner.
