PCN Redbridge paid and still got a ticket.

Hi, parked my car and walked away using my phone to pay for parking. Came back to a PCN  on the car. Spoke to the Warden claiming it had not shown as paid on the system, and to challenge it online.
I received the PCN on 5th June and challenged online on 7th June. As yet not received any reply. I checked online and still showing as £55 to pay. Tried the challenge link and says over the 28 day period and could not challenge.
So now do I just wait and see what happens as it’s been almost 2 weeks?

You will just have to be patient and wait for their reply. But as your session started at the same time as the PCN time there is no contravention and they will cancel.

I'm sure I don't have to remind you to pay before walking away from car unless you really can't get a mobile signal.

OP, for info:

Particulars to be included in a penalty charge notice given under regulation 9
2.  The information to be included in a penalty charge notice served under regulation 9 is—

(a)the date on which the notice is served,

(b)the regulatory matters,

Meaning of “regulatory matters”
1.  In this Schedule “the regulatory matters”, in relation to an alleged relevant road traffic contravention, means—

(a)....

(b)..

(c)the date on and the time at which the alleged contravention occurred,

Your PCN doesn't state the time at which the alleged contravention occurred, instead it states and observation period. You are left to infer/deduce the time of contravention and the only rational answer is 15.06.

You had parking rights from 15.05.

Yours is one the occasional series of events where parking rights were obtained during the period of observation(and the CEO didn't verify that you were still in contravention before they issued the PCN.
