Author Topic: Waltham Forest PCN – Code 32T – Coppermill Lane E17 – Advice Requested  (Read 53 times)

Hi everyone,

I have received a PCN from Waltham Forest for Contravention Code 32T at Coppermill Lane E17.

I have watched the CCTV video. I can clearly see the “TURN LEFT” road marking, but I cannot identify any visible blue mandatory left-turn sign from my approach. The CCTV stills also don’t appear to show the sign.

Before I decide whether to pay or appeal, could anyone please review my PCN and CCTV and advise whether the signage appears compliant? Has anyone successfully challenged a PCN at this location on the basis that the mandatory sign was not adequately visible?

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

Thank you for looking at my case.

The alleged contravention occurred at Coppermill Lane E17 (junction with Blackhorse Road).

Could you please explain what you mean by "Website has wrong grounds on it"? Are you referring to the council's online representations page or to the wording on the PCN itself?

Google Maps is out of date, but Apple Maps shows that the mandatory left turn sign exists.

If you want to claim that it isn’t there it might be a good idea to go back and have a look.

My concern is not that Google Maps directed me that way, but that from my approach I did not notice a clearly visible mandatory blue left-turn sign. I only became aware of the issue after receiving the PCN and reviewing the CCTV.

I meant that Google Maps Street View doesn’t show the sign, but that Apple Maps Lookaround does show the sign. So it appears that the sign exists and that you will need to depend on other avenues to appeal.

Thanks. I can see that Apple Maps Look Around appears to show a sign, so I am not going to argue that the sign definitely was not there. My point is that it was not clearly visible from the driver’s approach in the CCTV footage. I am now looking at other potential grounds of appeal and would welcome any advice on the strongest point in this PCN.
