PCN Havering Council, Help request C Code 33C

Hi Thank you for reading this

I received 2 PCN from Havering Council letter dated 14-11-25 ( Incident 06-11-25 time for each PCN was just a minute apart) when I went to pick my neice up from the discharge hub, i missed the turning as I was unsure where it was and had no choice but to continue to drive into the bus gate (not a bus lane) I paid for one and made a representation on the other one.

I received a receipt for the paid one via email, and I received an email confirmation regarding the one I made a representation for (submitted via their online protal 21-11-25), the email does not give any information on pcn number or anything i had written, Please see below

We are currently experiencing a high volume of correspondence and are responding in the order received.
Our aim is to reply within 56 days, and there is no need to follow up during this period.
However, if you have received a Penalty Charge Notice that relates to a Bus Lane or Moving Traffic contravention, our response may take longer than 56 days.

Please note that you will not receive any further updates until we have issued a response.



I have had no response from them at all regarding the representaion i sent in to date.

I have just received a Charge Certificate and they have calculated i have to pay the full penalty charge + and extra  surcharge of half the amount again.

I have tried to go on and send another representation to let them know that i had heard nothing and to give them the refernce number to check it out but it will not allow me to do because it states they have sent this charge letter, have tried to call but cant get to speak to anyone.

Does anyone have a telephone number so I can speak with a person about this, or advice on what to do, I only have 14 days from 30-12-25 even though i have only had this letter 2 days.

There's a procedure for getting it reset to PCN if no Notice of rejection was received - post up the PCN and CC as what you need to do depends on the legislation the PCN was issued under.

It doesn't work !
Seems OK now

PCN served under the LLA & TfL Act 2003, so the OP will need to submit a Statutory Declaration.

Note to OP - when filling the SD form in, remember that the "Applicant" (top right of form) is the council; you are the "Respondent". Provided the form is submitted 'in time' in accordance with the Order for Recovery notice, there is no need to put anything in the 'Reasons' box.

Thank you so much, will print the form out, do i need to get it signed off.

(You must then have the form sworn before a Commissioner for Oaths (e.g. a Solicitor), a Justice of the Peace (at any Magistrates Court) or an officer of your local county court before sending the declaration to the Traffic Enforcement Centre at the above address. You may have to pay a fee.)

You need to wait a bit till it is registered at TEC before you submit the SD - but there is a fairly tight window thereafter in which to do it, so you need to stay on top of it!
