Hi everybody,

This is the first time I post on this forum, I hope I followed all the rules and advice written in the FAQ.

The 28/07/2024 I've mistakenly driven in a place that was bus only. At the time my v5c was outdated and I thought that just changing the driving license would have been enough. around a week ago, I've received a Warrant of Control without ever receiving the initial PCN.


I am usually careful and if I get a fine I pay it straight away, however I never received this and I am now been asked to pay 190£..

Unluckly, I gave a call to the jacobs place to understand what happened and they gave me until the 29th of August to pay the fine saying that I have to pay it in full.

What can I do?

Is the name and address on the Notice of Enforcement correct and current?

The NoE is dated the 29/07/2025 and the deadline to pay is 6pm today the 07/08/2025. I'm not certain that counts as 7 clear days?

Oh dear, yet another OP who didn't update his V5C when moving house/address; join the club !

At the amount they want, the recommendation is to pay it now before they visit you, because that adds on another £235.

The amount is made up of: -

- Original PCN penalty  £70
- Charge Certificate    £35  (adds 50% to the penalty)
- Order for Recovery    £10  (TEC fee to register the debt)
- Bailiff Notice fee      £75

The bailiff fee is statutory, they are not making it up, as is the visit fee, (£235)

You can attempt to overturn the enforcement by submitting an Out-of-Time Witness Statement that you didn't receive the PCN. This is free, but you have to explain why you are late. The council can and will object to it so TEC then refuse your submission. You can request a review by a county court judge, but this costs money that is not reimbursible.

Yes, it seems to have become a problem after the tax disc that one put in the windscreen was abolished. This was a powerful incentive to keep the V5 address up-to-date.
