PCN had pass in window

Hi since leaving the big city ive managed to avoid any issues with parking for years, which has been great. But today it changed, my current job, im a support worker, there was no where on the road to park only double yellows, which my pass entitles me to do, if im currently supporting, which I was, I took the SU (service user) to buy some food, came back parked up, theres several care houses nearby so staff often park here. To my left when I got out of the car two traffic wardens were there, one obvioulsy new one who was putting a ticket on a car with the other one showing him what to do.

As I walked off the experienced one told me I couldnt park there, I showed him the pass in the car and my badge, he still insisted I couldnt park there and would issue a ticket, I tried to explain again and he said people abuse it and its only for house visits. He then started to film me so I filmed him back, he said he would wait 3 minutes then issue the ticket(is this the law?) there was no where else to park I had to get the SU home but could not leave because I was worried about a ticket and also thought I might need evidence to show what was going on, I tried to explain how rediculous this was but he wouldnt listen.

I have photos and videos, im not sure of the laws on filming and taking photos but assume in a public place its allowed, I really didnt want this but things happen. Can I report him for wasting time, I understand people may abuse this or have fake info, but I had everything to prove what I was doing was true. I dont want to cast judgement but almost felt like he was doing it becasue a new parking attendent was there, but he may just of had enough of people who have abused it, but he still should obey the parking laws but maybe he knows more than me?

We also need to see this pass you have, and its terms and conditions. Also what is a "Service User"

The law on council-served PCNs is that the owner of the vehicle has legal responsibility for paying or appealing a PCN. Please tell us about the vehicle and its ownership.

PS: It is extremely unlikely the CEOs knew anything about your Pass. Assuming you can park on DYLs with it, you will need to submit representations to the council to get the PCN cancelled.

Also a Service User or SU, is the person im supporting so the reason I was parked there. Ive also since taken photos of the two entrances to the street and there are no sings at all dictating restrictions, the first post closest to where my car was parked has no sign on it, but looks like use to, I have to go quite far down the street to find a post which has yellow sign saying 9-6 Mon-Sat. I understand double yellows might be different?

If you wanted more info, the road has mainly double yellows at the beginning of each entrance, some of the road is single and some of the road has no lines(so free), but as you can see theres a lot of houses and people have a lot of cars these days, so me and other workers often have to park on doubles to assist service users and as pointed out earlier I was supporting someone so this may have caused them some stress as well as they have needs.

I had also recently talked to a more reasonable traffic warden who told me parking restrictions were 9am-6pm Monday Saturday?

You say you were parked on double-yellow lines. These need no signs because they apply 24x7, so any restrictions on the rest of the street are irrelevant to your case. I note your pass conditions say you can park on yellow lines unless there is space elsewhere, or there is a loading restriction. GSV dated July 2024 shows double-yellows, but no loading restriction.

So what you have to do now is submit an informal challenge to the PCN stating what you have told us, and also include copies of the permit as you have posted here. You'll need to be specific on the address being visited too. Do you have any sort of worksheet at all ? If so, submit a copy of that.  If they reject and you decide to take the matter further, you'll have to wait for the Notice to Owner. Are you the owner and is your V5C Registration Certificate up-to-date ?
