Pcn given in error

Hi wonder if anyone had similar situation.... received a penalty notice today for stopping in a box junction in Surrey last Friday I've never been to Surrey... first thoughts where my reg has been cloned but when l looked at the pictures the car in the picture is a complete different make to mine with a completely different reg nothing remotely like mine....a how have I ended up with the penalty and what do I do...

I suspect someone has somewhere input a wrong digit/letter into the system.



Could the plate in the photo actually be MJ64 WPV rather than MPV?

reveals F64 WPV as a taxed and MOT'd silver Vauxhall.

Draft a simple representation along the lines of
As can be seen from your photographic evidence, the vehicle shown, FJ64 WPV, is not my vehicle, which is FJ64 MPV. I look forward to your early cancellation of this PCN.

and post draft here for comment before sending.

Looks like a plate misread on the van.

FJ64 WPV is a silver Vauxhall van.

As can be clearly seen from your photographic evidence, the vehicle shown in the images is registered as FJ64 WPV a silver Vauxhall van. My vehicle, however, is registered as FJ64MPV MPV which is red vw golf

The vehicle in question is not mine, and the Penalty Charge Notice has been issued in error. I respectfully request that you cancel this PCN at the earliest opportunity.

I look forward to your confirmation.

If you want to do a favour to the real owner (and punish Surrey for sloppy procedures) you could wait until closer to 25 September to submit which would mean they have run out of time to reissue the PCN.

But no obligation on you to do this if you'd rather get the ball rolling now.

You have missed out the J on the VRM.  FJ64 WPV and FJ64 MPV.  Probably best to not deal with a keying mistake by including another keying mistake in the reply!

Looking at the Check VED return for the registration FJ64 WPV shows it as Vehicle Type Approval N1

This means the vehicle is an LGV: -

"An N1 category vehicle is an internationally classified, light goods vehicle (LGV) designed for carrying goods, with a maximum gross vehicle weight (GVW) not exceeding 3.5 tonnes. These vehicles include light trucks, vans, and pickups, and are typically driven with a standard Category B driving licence."

So the silver van in the PCN photo is showing a Vauxhall van. Your vehicle is a red VW

For others and future reference for SCC moving traffic PCNs, IMO:

Their dates for payment and reps are wrong;
There's an issue regarding potentially surcharging for paying by credit card.

@MrChips, as regards period for service, as I read the regs the relevant period for service is 28 days beginning on the date on which a previous PCN has been cancelled. Therefore the authority would have 28 days in which to pursue the actual owner irrespective of the date of contravention.
