Today I received a letter from the council demanding £190 due to an unpaid PCN from over 13 months ago.
I believe this letter to be a mistake due to.
1) Not receiving any correspondence since this offence 13months ago.
2) The letter I received today is from the council and not a debt agency, This sticks out as I would have thought if this fine is genuinely unpaid for 13 months the fine would already have been passed to a debt agency, and letters from them not the council.
I know this ticket was paid due to the following.
I gave my friend the PCN who was responsible for using my vehicle on the date of the offence, they paid it within a week of me receiving the letter.
I verified their payment on the council website which showed is as PAID
a) On the basis it was paid, how can it now change to £190 and what are my rights?
b) If it wasn't paid and this is a different ticket, I wasn't warned or given the opportunity to settle within the lower payment window.
Do I have any rights or how can I go about requesting the early fee option?
c) Are council reminder letters logged when they are sent? As I am certain I haven't had any correspondence, can this not be also backed up a the council end on there systems?
What do you guys suggest here?
