Pcn for overhang on own driveway

Hello,
I received a ticket on windscreen while parked on my friend’s driveway. The front bumper was slightly overhanging the pavement, but it was not fully blocking the footway or sticking out into the road. Do I have any grounds to challenge the PCN, or has anyone had a similar situation successfully overturned?

I am currently too busy working to take on any except the most unreasonable PCNs.

I help you pro bono (for free). I now ask that a £40 donation is made to the North London Hospice before I take over your case. I have an 85% success rate across 2,000 PCNs but some PCNs can't be beaten and I will tell you if your case looks hopeless before asking you to donate.

Also need to see council photos so do no redact PCN Number and car registration. Alternative is you find them and post them here.

I checked my windscreen and it turned out not to be a PCN; it was an “under investigation” sticker for highway obstruction. What does this mean?

What does this mean?

My guess is that your idea of 'The front bumper was slightly overhanging the pavement, but it was not fully blocking the footway or sticking out into the road' is not shared by the council and that it's likely that the registered keeper will be receiving a fixed penalty notice by post for the offence of 'Wilful obstruction of highway'.

We've not seen any evidence of the offence. I doubt it's the council's word against yours and that they will have photos.

You know exactly what the photos will show because you saw the vehicle.

The enforcement of FPNs is different from road traffic contraventions and doesn't have any of the niceties and procedural get-out-of-jail options of PCNs.

Surely they cannot operate both enforcement regimes in the same area ? It is my understanding that FPNs can only be issued by the police.
