Westminster, code 25 loading bay, Marshall St

I parked briefly in a loading bay in Westminster, at this location:

I was dropping heavy items off at the office where I work; this was the closest bay and the other bays in that section of the street were closed for works.

The PCN says first seen at 11:54 and issued at 11:59. Photo evidence is all from 11:59.

I would like to challenge based on the fact that I was in fact doing legitimate loading!

The sign permits all loading, commercial or private and from/to any vehicle, so you need to submit reps based on what you have told us, and also give some detail on the nature of the goods being taken to your office.

It would speed matters up if you can give some detail about why you were undertaking this task, and also that you left the vehicle locked-up whilst you conveyed the items to your office. They will probably come back with some tosh about having to be by the vehicle whilst loading etc etc. It is part of their gaming of the system that they send out Fob-Off letters to encourage you to cough-up. You need to stand your ground and forget about any discount, just go for it and be prepared to take them to London Tribunals.

Thanks for the reply.

It was an unwieldy heavy plant so I needed to get as close as possible.

Left locked for security reasons - my bad I guess not to intentionally leave it open and with hazards on. It was dead quiet on a Sunday and it was a fast job so honestly didn't think of it.

Are there any legal/technicalities that I should mention in my challenge to improve my chances of cancellation?

If it's large/heavy enough to justify use of the bay you should be OK. But you need to provide evidence. Was it newly bought and is there a receipt?

You can also tell Westminster that you are sure they'll agree with the addition to promoting wellbeing at work.
