contravention 52m hounslow borough penalty charge

hi all , just joined in this forum. hopefully I do not make too many mistakes.

London borough of Hounslow has issued a penalty charge notice, alleged contravention :52M

I live in Hayes, London borough of Hillingdon.

It is my first time, that i have come across this offence. I received it few days ago after the date of this notice:
25/11/24. So i have only left until 9th of Dec 2024 to pay £65 or appeal before that time.

I have retired and disabled with few series medical issues, The DVLA has taken my original licence and issued me with a 3 year medical licence. majority of the time i don't drive unless necessary, but on this occasion i had to because my wife went to India for the death of her sister.

In my appeal, i was going to ask the adjudicator to consider this appeal on discretionary gesture.

I'm not sure you understand the enforcement process. You first submit a representation to the council, then if refused, and you want to take the matter further, you can register an appeal at London Tribunals, and an adjudicator will then decide who is right, you or the council. Adjudicators cannot consider mitigation, only the councils.
