Despite the width of the line, the symbol in the top plate appears to be 'no waiting' (single diagonal red line from top left to bottom right) therefore the sign appears to be compliant even if complex.

I don't think the OP can escape the obvious fact that the top sign is present and in good condition, and shows the No Waiting times clearly. Of course there may be a 'technical' appeal not related to the alleged contravention, but I don't see one, maybe others do.
