Penalty Charge Notice

I'm unsure if anyone can assist me with this matter, but I've been staying at a friend's house and had to pay for parking using the RingGo app. Despite making payments, I have never received any tickets. However, I have started receiving tickets lately, despite paying to park at that location. I decided to appeal the ticket, but it took an excessively long time for them to respond to me and by then I have received 5 tickets. They eventually informed me that the reason for the tickets was due to my mistake of entering '0' instead of 'O' in the registration number. They have canceled 2 out of the 5 tickets, but I still believe all tickets should be canceled since I paid for parking.

There was a case at London Tribunals on this exact subject, but I can't remember when exactly, which the appellant won. It hinges on the font acceptable for number plates. However, whether it was for a "1" instead of "I" or "0" instead of "O", I can't remember.  The council are certainly being very venal here, (nothing new there !!), so if they have rejected your reps on this basis, you can take them with reasonable confidence to London Tribunals, but first can you please post up the PCNs then have refused to cancel, and ther rejection letters.

Sorry, but we do need to see the full facts of a case.

This is a relevant case you can refer to: Alan John Warren v London Borough of Redbridge (2220810525, 5 January 2023).

As the amount due is at £130 there's no reason to pay now, wait for the notice to owner and we'll draft a formal representation for you.

 have considered the evidence in this case and I find that the Appellant did pay for parking and that no contravention has occurred.


The Authority are referred to Regulation 15 of, and Schedule 4 to, the Road Vehicles (Display of Registration Marks) Regulations 2001 where it is clear that letter “O” and number “0” are the same as are number “1” and letter “I”.

In light of this I find that this Penalty Charge Notice cannot be upheld.

The appeal is allowed.

@Tyreek15 here's the notice of rejection that you put on facebook but not on here for some reason:



Please show us what you said in your representations, and show us the remaining pages of the notice of rejection. As the PCN is at £130 there's no point in paying now, you might as well appeal.

If you do nothing you will lose the right to appeal and the PCN will go up to £195.
