I  drove from A118 Romford road and entered Tennyson road. At the start of road, On my right hand at the start of road is a sign with parking restriction No parking Mon-sat 7am-7pm(I parked on a single yellow line.) Since I was parked there on Sunday 11 Jan 2026, my understanding was that no parking restriction apply. I received a PCN by warden( contravention code 01)

I appealed to Newham council and today it was rejected stating that it was an event day West ham Utd vs Queen Park Rangers at London stadium and event rules apply.

There was no advertisement for event day, secondly I have no interest in such an event, so how will I know there is an event. Lastly there is a residential parking bay with restrictions and clear instruction about event day parking rules. The signage for single yellow line does not provide any instructions that the event days rules will apply on single yellow as well.

I don't agree with their decision, and I am advised to either pay reduced price of £80 in 14 days or go to london tribunal if disagree.

 Thanks for the reply. But if you look at the sign on the link I inserted there is no mention that the event day rules will apply to this specific sign areas as well. Since parking restriction on single yellow is for specific days/time, with sunday being exempted from those rules Moreover if its mention on signage that event days rules are different why the same message is not displayed on this signage. I need help.

OK I'm with this now - if this sign was there then it can only apply to the single yellow as double yellows are 24/7.

Did you take a picture of it - Maps is Sept 2025 so recent but it would help if you have proof it is there.

Whilst you don't now have to attend their premises for a hearing, they continue to operate by phone or video (MS Teams, I think). We always recommend OPs opt for a hearing and never on the papers, because being there, (virtually, of course !), means you can answer any questions the adjudicator may ask.

I think the Tennyson road sign is a red herring, the Council haven't brought it up and it doesn't apply to the location where the OP parked because there's a termination bar showing the end of the area it applies to. It may well be a daft/wrong sign, but it's not relevant to this case.

I think a more promising angle is the council's failure to consider and lack of applicable evidence. The rejection contains irrelevant stuff about bays (the OP wasn't in a bay) and makes a claim that "details of event days are displayed on the entry signs to the controlled parking zone", which is unlikely to be true. I'd fight on, making it clear that you require proof that the controlled parking zone sign you passed when entering the zone (is this the huge one in Stamfordman's image?) did have "details of event days" on it when you passed it. I think the Council are unlikely to be able to prove this.

As per stamfordman, the relevant part of the definition of a CPZ is:

an area:
in which every part of every road is subject to a prohibition indicated by single or double yellow lines or single or double yellow kerb markings (except where parking spaces have been provided, where entrance to or exit from the road is made, where there is a prohibition or restriction on waiting, stopping, loading or unloading indicated by a different sign or where there is a crossing....


'except where....there is a prohibition on waiting....indicated by a different sign..'.

Which seems to apply here.

An intra-zone yellow sign takes priority and IMO the CPZ sign must be read as:

No waiting on single yellow lines on event days between ** and ** except for those SYL 'indicated by a different sign'.
