PCN Hammersmith and Fulham - 52M - Failing to comply with a prohibition on certain types of vehicle (m) motor vehicles - RMV Sawley Rd Eastbnd nr Jct Bloemfontein Rd (va)

I've been away for a few days and came back to two PCN for the same offense.

I remember driving on this road but I don't remember any traffic restrictions in place. I've checked streetview and it doesn't show anything. When I checked the images and videos provided I can see there is a small sign under the controlled zone sign, but I cannot make out what it is covering.

I've done a search and I presume that I've violated a new trial that started in this area, which gives you a fine if you drive and exit on certain roads and are not a resident of the borough:

The news article states that extensive signage has been put up to help guide motorists. I don't recall seeing any signs there, but it was dark when I got there the first time (4:20am) and the second time (9:47am) I just didn't see any. I presume one of the signs is the small sign in the video/photos which I've boxed in red.



The news article states that the residents know about the trial and they can grant access to their visitors and the faq confirms that visitors must be granted access by midnight on the day of their visit in order to avoid being penalised. The person I was with wasn't aware of the trial and didn't know to book me in.



I feel that the signs are too small to be able to read properly, but I've not gone back for a recce to check them out.  Just basing it on the image the text looks to be very small compared to the larger sign above. I plan on doing that this evening. I also plan to look to see how extensive the signage is.



I also feel that this is unfair, I was as visitor dropping someone off and then returning some property that they left in my car. I wasn't a commuter performing a cut through, the person I was a visitor of lives on Sawley Road. The trial is designed to cut down on the congestion in the area, but at 4:20am there isn't congestion as the streets were quiet, and by 9:47am the rush of people getting to work has passed and  again these streets were quiet. Having to get a visitor booked in by midnight the day of their visit also seems unfair.



Any help that can be offered that would allow me to contest these PCNs would be much appreciated. I both don't want to and cannot afford to pay these PCN right now so getting them dropped would be a great win.

The video does not show you passing a restriction sign in your direction of travel; we need to see what the signs are on the approach to the main road. The actual restriction is indicated by the "Flying Motorbike" sign in your picture, not the other signs, but if you can, take a close-up of them as they could be unlawful.

These two clauses of your narrative need to form the basis for your representations: -

I suggest you submit representations that show that their statements about residents and how easy it will be for visitors has not, in your experience,  been found in practice, and compare the above with their statements (b++llsh+t), in the Wormholt Trial News and the FAQs. Try not to be too confrontational, you want them to cancel.
