So my direction of travel has no signs stating anything but on Uphall Road the one in blue says school streets restricted access term-time only

Subject: Representation Against Penalty Charge Notice – PCN No. AF20306934
Dear Sir/Madam,
I am writing to formally challenge the issuance of Penalty Charge Notice (PCN) number AF20306934 served to vehicle registration KL18 EKJ regarding an alleged contravention on 10/06/2025 at 15:45 on Uphall Road.
The PCN alleges a contravention of “failing to comply with a restriction on vehicles entering a pedestrian zone.” However, I strongly contest this charge on the basis of inadequate and obscured signage, which renders the restriction unenforceable under applicable legislation.

Grounds for Representation – Inadequate Signage
The signage indicating the pedestrian zone was not adequately visible or clear at the time of entry. I have since revisited the site and can confirm that the relevant sign is obscured by overhanging tree branches, making it impossible to clearly see or comprehend the restriction in time to take appropriate action.
This is in breach of Regulation 18(1) of The Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996, which states:
> “Where an order relating to any road has been made, the order making authority shall take such steps as are necessary to secure... the adequate information as to the effect of the order is made available to persons using the road.”
If signage is obstructed, damaged, poorly maintained, or not clearly visible, the motorist cannot be reasonably expected to comply with the restriction. This is supported by numerous adjudicator decisions in previous London Tribunals cases, such as Campbell v Camden (Case No. 2070247504) and Metrorail v Brent (Case No. 218043674A), both of which confirmed that inadequate signage constitutes valid grounds for cancellation of a PCN.

Further Supporting Points:
No advance warning signs were visible prior to entering the zone, which would normally give a motorist the opportunity to make a safe alternative decision.
The photographic evidence provided in the PCN does not clearly demonstrate that the restriction sign was visible or legible from the driver’s approach.
As the restriction appears to be a School Street zone, no exemption or alternative route was clearly signed for non-local or unfamiliar drivers.

Request for Cancellation
I respectfully request that this PCN be cancelled on the grounds that the restriction was not properly communicated in accordance with statutory requirements, and therefore the alleged contravention did not occur.
Should you choose not to cancel the PCN, I request that you provide the following:
1. A copy of the Traffic Management Order (TMO) that covers this restriction.
2. Evidence that the sign was visible and compliant on the date and time in question.
3. Maintenance records or inspection logs proving that the sign was not obstructed at the time.
I reserve the right to escalate this appeal to the independent adjudicator at London Tribunals should this representation be rejected.
